Established in 1993 by Telecommunications Techniques Corporation (TTC) as a scholarship fund, and amended in March 1997 to endow the fund and perpetuate the ideals of Joseph A. Sciulli, founder of TTC and an alumnus of the University. An additional amendment made in February 1999 modified some of the criteria for applicants for the scholarship. The income shall be used to support an annual full scholarship to a junior or senior student, who is a resident of the State of Maryland, majoring in Electrical Engineering at the A. James Clark School of Engineering, and who meets other specified criteria.
